Require escheated property identity searches

To require the Department of Treasury cross reference the list of persons who appear to be owners of abandoned property against state records containing social security numbers, tax identification numbers, and other appropriate identifiers, and then either notify the identified owners of how to claim their abandoned property, or, if the property is money held by the state, send them a check. Reportedly the state has 5.8 million properties worth more than $757 million.

To replace the previous version of the bill with one that only requires the state to notify owners of abandoned property identified by the proposed cross-checks of how to reclaim it, and not automatically send a check to those with money held by the state. Also, to allow the Department of Treasury to not do the cross-checks if extra money is not appropriated to hire new staff to perform the task.
