To prohibit local building departments from performing inspections of multiple dwellings and rooming houses more than once every three years, unless there are complaints about violations, or there is a high incidence of recurrent or uncorrected violations. Complaint-initiated inspections would have to be done within four weeks. Under current law, the regular inspections are prohibited more than once every two years. Also, to explicitly define “actual cost” for purposes of establishing the maximum inspection fee that can be charged to a building owner, and to require the inspecting agency to give the owner a detailed description of the fees in writing.

Which is considering a substitute that allows local government to add a 5 percent "overhead" charge to the amount of inspectors time included in the "actual cost" fee definition proposed by the bill, and reduces the maximum time allowed between inspections.
