Authorize tax breaks for certain closed landfill developments

To allow a city that contains a closed landfill of 140 or more contiguous acres to establish a brownfields development authority, which allows the local government to exempt certain property improvements within the brownfield zone from property tax, and authorizes Single Business Tax credits for eligible projects in the zone.
