To authorize a specialty license plate for 4-H clubs, with sales proceeds going to the Michigan 4-H foundation. Note: A portion of the appropriations to the Michigan State University Agricultural Extension Service in the annual Higher Education budget bill already go to subsidize 4-H clubs.
