To allow retroactive payments to be made to certain National Guard members who retired between July 1, 1968 and March 1, 1969, or their dependents, who may be eligible for more money under provisions that lower the minimum retirement age. Also, to increase from $300 to $500 a state death benefit payable to certain long serving Guard members.
