Allow school districts to “reopen” health benefit contract provisions

To require school districts to obtain three separate bids for employee health insurance coverage before entering into negotiations on a new employee contract, and to allow school districts to “reopen” existing contracts to renegotiate employee health insurance benefits if there is an “economic necessity” to do so.
