Prohibit layoffs without advance notice

To prohibit an employer from laying off 50 or more non-seasonal employees at a facility that employs 75 or more employees unless the employees and the local government are given at least 60 days advance notice, with certain exceptions. If no notice is given, the employer would be required to pay the laid off employees wages and benefits for 60 days.
