To not earmark a set amount of local government nonmotorized trail project money for municipal sidewalks, but instead allow the addition or preservation of a sidewalk in a city or village to be considered a "qualified nonmotorized facility" eligible for state "nonmotorized transportation services and facilities" grants. Under current law, at least 1 percent of the funds allocated from the Michigan Transportation Fund (MTF) to the state trunkline fund and to the counties, cities, and villages, must be expended for "nonmotorized transportation services and facilities".
