Increase school aid to declining districts

To use a three-year average pupil count to establish the amount of per-pupil state aid for school districts with a 10 percent enrollment decline, and a slightly less generous formula for schools that declined 5 percent. Currently, state funding is based on a formula combining current year and prior year pupil counts. Only smaller districts are now allowed to use a three-year average, which has the effect of increasing funding for districts that are losing students. The bill only applies to the 2005-2006 school year.
