Mandate utility alternative energy use

To require electricity suppliers to immediately generate or acquire 4 percent of the electricity they sell with renewable sources, at least 1 percent of which must be solar. This would increase to 7 percent of power sold by 2013. The Michigan Public Service Commission could establish a system of energy credits that providers could use to meet the new standards, and would be authorized to waive the mandate if renewable sources of power are not available in the amounts necessary to comply.
