Expand civil rights act prohibited acts

To make “harassment” on the basis of a person’s religion, race, color, national origin, age, sex, height, weight, familial status, or marital status a violation of the state civil rights law. Currently under that law, a violation consists of practices, policies, or customs that discriminate specifically on the basis of these personal characteristics.
