Authorize dipping into “Rainy Day Fund”

To authorize transferring any unreserved balance from the budget stabilization fund (BSF or “rainy day fund”) to the state General Fund on the last day of the 2005 fiscal year (Sept. 30, 2005). Note: Under current law, if the BSF balance drops below $250 million, a multi-year phase-out of the Single Business Tax on businesses is postponed. This has been the status of the phase-out since 2002.
