Require school employee MSA option

To require school districts to offer health savings account (HSA) plans to employees as part of their benefits package. HSAs and Medical Savings Accounts (MSAs) combine a lower-cost high deductible health insurance plan with an IRA-like tax-deferred savings account owned by the employee. Routine health care expenses are paid from this account, and the employee gets to keep unexpended funds.
