Limit Detroit schools CEO authority

To prohibit the chief executive officer of the Detroit Schools District reform board from entering any contracts in excess of $25,000 unless they are approved by the state Superintendent of Public Instruction. The CEO position disappears when a regular school board takes control of the Detroit School District after the November 2005 election.
