To require all health care facilities to inventory, hold in a secure place, and return a patient’s belongings upon his or her discharge. A patient would have to sign the inventory, and the belongings could be returned to another person if the owner specifically requested it. A similar but less detailed requirement currently applies to emergency medical or transfer facilities.
