To require electric and gas suppliers to provide customers with free on-line energy consumption data that permits the consumer to view up to 18 months of energy use; information on energy use and cost of each major appliance, including the heating system; graphically display the consumer's consumption history; allow the consumer to view meter information; and provide additional information as ordered in the future by the Public Service Commission.
