To prohibit withholding or withdrawing nutrition or hydration from a person who is in a “persistent vegetative state,” if the patient has not designated a patient advocate with specific authority to make this decision, or if the patient’s family disagrees with the decision. This would not be prohibited if the patient had previously expressed in a clear and convincing manner that this is what he or she would want.
