Allow nursing homes "dining assistants"

To allow nursing homes to use "dining assistants" to assist residents during meals, rather than requiring licensed nurses. The dining assistants would be required to complete a state approved training program in feeding techniques; assistance with feeding and hydration; communication and interpersonal skills; appropriate responses to resident behavior; safety and emergency procedures, including the Heimlich maneuver; infection control; resident rights; and more.
