Authorize border crossing regulation and price controls

To establish a state "Border Development and Protection Authority” with broad powers over roads, airports, ports, bridges, tunnels, etc. that have any relationship to foreign trade, including the state’s current international crossings, and any future ones created by a public or private entity. Among other powers, the Authority could impose price controls on privately owned bridge or tunnel border crossings.
