Revise organ donation procedures

To require a county medical examiner to notify Michigan's federally designated organ procurement organization and complete an examination within a reasonable time in cases where the examiner is called in on a death that occurs outside a hospital. Hospital deaths are already covered by similar requirements intended to facilitate organ donations.
