Revise municipal employee residency law

To revise the law that prohibits municipalities from requiring employees to be residents, so as to allow a municipality to pay employees who are residents more than employees in the same position who are not. See also House Bill 4898, which allows making make non-residents the first to be laid off in the event of employee layoffs.
