To allow landfills to accept yard clippings in landfills between Dec. 1 and March 1 of each year, except for Christmas trees and other trees and branches that can be chipped into mulch. Under <a href="http://www.michiganvotes.org/2003-SB-498">Public Act 34 of 2004</a> landfills may not accept yard clippings at any time.
