To establish a new crime of torturing another person, without any exceptions, subject to up to life in prison. “Torture” would be defined as “the intentional, nonconsensual infliction of intense or severe physical pain for various purposes, including, but not limited to, sadism, coercion, or punishment.” Under current law, commission of such an act could be prosecuted under other criminal statutes, but there is no specific “torture” crime.
