Mandate retail cell phone recycle/disposal program

To require retailers who sell cell phones to have a system for the recycling or proper disposal of used phones, and require retailers to accept a used cell phone at no charge whenever they deliver a new one to a consumer, with certain exceptions. Retailers would be required to take specified actions to notify consumers about these services.
