Impose service requirements on Registers of Deeds

To require county Registers of Deeds to do the following: Provide at no cost facilities for the inspection and examination of records; if the records are kept electronically, provide access that allows electronic reproduction; if copies are requested, provide these in a timely manner and charge no more than the actual cost or four-cents per page, whichever is less; make new records available automatically to a subscription requestor, at no more than the actual cost. A Register of Deeds would be prohibited from placing any restrictions on the reproduction, distribution, use, or transfer of records. Some of these requirements exist already, but the bill updates them and makes them more explicit.
