Revise prison time off for good behavior

To revise provisions giving prisoners good behavior “credits” that are considered at parole hearings, and recalculate the release and parole eligibility dates accordingly. This would allow earlier releases for some prisoners, within the context of Michigan's "truth in sentencing" laws.
