Reduce hiring county commissioner penalty

To revise the penalty in law prohibiting a county commission member from also being employed by the county or appointed to a county position. Under current law, the commissioner and the person or board that hired him or her are liable for repayment of the compensation paid to the commissioner/employee. Under the bill, the maximum liability would be $100 plus the costs of enforcement. Also, to exempt counties with less than 25,000 residents from this law.
