Prohibit state Canvassers from considering initiative substance

To require the Board of State Canvassers to certify a citizen-initiated ballot proposal unless the petition is not in proper form or the number of valid signatures is insufficient, and prohibit the board from considering the substance of the initiative. Note: The Board of State Canvassers has repeatedly made headlines in recent years by improperly refusing to certify valid initiatives, and quickly being reversed (and rebuked) by the Court of Appeals.
