Remove automatic industrial property “blight” exception

To revise the “blighted property” definition in the <a href="http://www.michiganvotes.org/2001-HB-4028">2002 law</a> that makes it easier for local governments to more easily condemn and take real property deemed "blighted." The revision would remove an automatic exception under which industrial-zoned property on which no back-taxes are owed cannot be defined as “blighted”.
