To require a college or university to return to the Department of Treasury the money from a Merit Award Scholarship granted to a student if the student drops out without finishing the courses for which he or she registered. The department would hold on to the money for five years in case the student re-enrolls, and after that the money would revert to the state. Since the bill does not specify otherwise, presumably the money would go into the general fund.
