To establish that a portion of the reserve accounts that counties were required under <a href="http://www.michiganvotes.org/2004-SB-1111">Public Act 356 of 2004</a> to use as a substitute for reduced revenue sharing payments must be paid to county-wide authorities, such as the Huron Clinton Metroparks. PA 356 of 2004 was the legislation that advanced county property tax bills from December to July.
