Exempt limited health insurance from benefit mandates

To allow a health insurance company or HMO to offer a limited benefits policy that excludes state mandated benefits if it meets certain conditions, especially explicit disclosures to customers and acknowledgements from them. These policies would presumably be more affordable than those that include all state mandated benefits.
