To extend until 2010 a moratorium on new landfill construction that under current law expires on Jan. 1, 2006. Also, to narrow an existing exemption allowing existing landfills to expand if they have less than five years of capacity remaining, so only those with less than two years capacity would be exempt from the moratorium.
