To revise some of the exceptions from welfare work requirements. A custodial parent of an infant under three months of age would have to take instruction in parenting, nutrition, child development and abstinence-based family planning. Recipients who collect social security benefits because there is a disabled family member would not be automatically exempt from work requirements, but would have to provide a written assessment of need from a physician, psychiatrist, or psychologist.
