To authorize payment by the state of civil damages to a person wrongfully imprisoned for a crime he or she did not commit. The damages would be at least $50,000 (tax free) for each year of wrongful imprisonment (adjusted for inflation), plus 10-years of free state employee health coverage, economic damages (loss of wages, etc.), compensation for reintegrative services and for reasonable legal expenses.
