Allow tax break for vehicle anti-theft device

To authorize a refundable income tax credit of up to $40 for the purchase of a steering wheel lock vehicle anti-theft device, if the taxpayer lives in a jurisdiction with more than 500 auto thefts per year (including Detroit).
