Establish independent redistricting commission

To place before voters in the next general election a Constitutional amendment to establish an independent redistricting commission to redraw legislative and Congressional district lines after decennial censuses. Under current law, the new districts are drawn by legislators, who are said to design districts that mostly protect partisan majorities, rather than establishing electoral competition. The resolution would establish rules intended to avoid this.
