To place before voters in the next general election a Constitutional amendment to require governments to compensate land owners for land use regulations (such as wetlands or zoning laws) that reduce the value of their property. There would be exceptions for regulations on activities commonly and historically recognized as nuisances, for public health and safety regulations, for regulations required to comply with federal law, for regulations that restrict the use of the property for sexually oriented businesses, and for regulations imposed before the current owner acquired the property. A unit of government could avoid having to pay compensation by repealing the land use regulation or not enforcing it.
