Revise historic vessel definition

To revise the definition of a “historic vessel" in the law that allows these vessels to pay one-third of the regular boat registration fee. The new definition would include a vessel that is at least 25 years old, is owned solely as a collector's item for exhibitions, tours, parades, and similar uses, and not for general transportation. Under current law the boat must be at least 30 years old.
