Require expeditious return of certain seized vehicles

To require that a vehicle seized by the state or by a local unit of government under state or local forfeiture laws must be returned within seven days if the arrested owner is not charged with a crime, is found innocent, or is found not liable for a civil infraction. The owner could not be assessed any impound or forfeiture fees in these cases. The legislation is part of a package comprised of Senate Bills 138 to 143.
