The amendment proposes using the fines and fees proposed by the bill to pay for a $30 increase in the maximum weekly unemployment insurance benefit, which is now $362 per week (see House Bill 5763 of 2002), if the state unemployment rate is above five percent. A yes vote would allow the amendment to go forward, and a no vote would kill it.
