To replace the executive proposal for this budget with one that expresses policy differences between the Republican-majority in the Senate and Governor Jennifer Granholm on certain spending items and funding sources. In particular, the Newberry Prison and Camp Manistique in the Upper Penninsula would be closed, rather than the privately-owned Michigan Youth Correctional Facility in Baldwin that Gov. Granholm has proposed closing. However, the bill was amended to allow negotiations to continue on this issue. The budget proposes but does not finalize closing the Newberry Prison and Camp Manistique in the Upper Penninsula.
