Limit DEQ odor complaint enforcement

To prohibit the Department of Environmental Quality from taking action against a person responsible for an emission that results in an objectionable odor unless the Department receives written complaints meeting certain standards from 25 percent or more of the businesses and households located within a 1/2-mile radius. Also, to require the department to establish objective criteria for duration, intensity, and frequency thresholds for odors that constitute a violation of environmental laws, and to pay the legal expenses of a person whom it unsuccessfully acts on an odor complaint.
