To require state agencies contemplating the lease or construction of any additional facilities to determine the actual long- and short-term need for the facilities; whether the needs could be satisfied by sharing facilities of other agencies or by creating clusters of state facilities with other agencies; and whether the agency’s needs “unnecessarily increase urban sprawl. The Department of Management and Budget would have the duty of making the final determinations.
