Ban racial profiling

To define and prohibit racial profiling by law enforcement, which is disparate treatment of an individual on the basis of the racial or ethnic status of that individual; and to require law enforcement agencies to maintain and compile records of traffic stops that indicate whether there is a pattern of differential treatment based on race.
