To move forward the due date for the fees that certain telecommunications providers must pay to the telecommunication rights-of-way oversight authority authorized by <a href="http://www.michiganvotes.org/2001-SB-880">Public Act 48 of 2002</a>. Payment of the fees would be required quarterly, rather than annually. Also, to authorize the authority to reduce the payments to local governments by up to three percent to pay its own administrative expenses if necessary.
