To replace the Michigan merit award scholarship program, which provides a $2,500 college or vocational training scholarship to high school students who do well on the state MEAP test or its successor, with a new scholarship program that gives $4,000 to students who have completed two years of college or post-secondary vocational training classes and performed 40 hours of community service in high school. In addition, families would have to file federal financial documents that disclose family income. This bill embodies a proposal made by Gov. Jennifer Granholm as part of her Fiscal Year 2006-2007 budget proposal.
