Revise NCLB school improvement plan details

To require that the school improvement plan required of a school that fails to meet adequate yearly progress in “English language arts” under the federal No Child Left Behind Act of 2001 include a description of the strategy to be used to meet adequate yearly progress in this subject, including specific requirements for children in grades K through 3.
