Extend more health coverage to volunteer firefighters

To establish a presumption for purposes of granting workers compensation benefits that certain types of heart or lung ailments contracted by volunteer firefighters during the time that they are active volunteers arose out of and in the course of their firefighting service, unless there is evidence to the contrary.
