Authorize tax break for GM and Ryder Trucks

To make "logistical optimization centers" eligible for local property tax abatements. This is defined as a “sorting and distribution center that supports an assembly center and its manufacturing process for the purpose of optimizing transportation, just-in-time inventory management, and material handling.” It would make a Ryder truck plant serving a new GM factory outside Lansing eligible for tax breaks.
